Russia, Serbia, Belarus: The “Slavic Brotherhood” Military Drills Are a Soft Power Boon for All Participants

Russia, Serbia, and Belarus each derive certain soft power benefits from their participation in the “Slavic Brotherhood” military drills, with this year’s exercises taking on a greater significance for all of them due to the changed international context in which they’re occurring.
The annual trilateral “Slavic Brotherhood” military drills between Russia, Serbia, and Belarus are taking place this year right outside Belgrade and will last from 14-27 June. The aptly titled exercises reinforce the strong partnership between these three parties and have recently begun to generate substantial international media coverage because of the context in which they’re occurring, which is more important this year than ever before. Nothing of significance has changed in the New Cold War since last time, but there are signs that the relations between each of these three Slavic states are undergoing a period of uncertain reform, hence why they all derive certain soft power benefits from their participation in this latest drill.
To tackle the proverbial elephant in the room first, Russia’s Eurasian Union and CSTO ally Belarus has been “rebalancing” its ties with it over the past year after entering into a series of seemingly intractable disputes concerning energy and agriculture, which have occurred countless times before in the past but this time no solution has yet to be found. Making a long story short, Russia refused to continue subsidizing Belarus’ energy imports that Minsk was re-exporting for considerable profit abroad and also decided to crack down on the scheme that its neighbor was allegedly playing by acting as a lucrative backdoor for counter-sanctioned EU products to enter the Russian marketplace via the Eurasian Union free trade loophole.
Russia recently replaced its Ambassador to Belarus after less than a year following domestic pushback to some of his more controversial statements during this increasingly tense period, but both parties finally seem to have de-escalated the situation with the appointment of the new Russian representative and appear to be back on track to repair the short-term damage that was done to their relationship. Therefore, Belarus’ participation in the “Slavic Brotherhood” exercises is a reminder that the ties between these two fraternal states are much stronger than some observers might think, with both countries wanting to show the world that their military and cultural cooperation (the latter by virtue of the drills’ symbolic name) is still very close.
As for Serbia, it’s been practicing a complex “balancing” act for decades since the time of Yugoslavia at the dawn of the Old Cold War, but it’s recently tilted closer towards the West as it’s sought to receive EU membership as part of President Vucic’s bid to revive its struggling economy, though only on the condition of controversially “normalizing” relations with its NATO-occupied breakaway province of Kosovo & Metohija. It’s here where Russia is expected to play an enormous diplomatic role in legitimizing whatever decision Belgrade ultimately makes in this respect given the Great Power’s gigantic soft power appeal in both the country and the Balkans in general. Participating in military drills with Russia, let alone on Serbian territory itself, reinforces the notion that Moscow is Belgrade’s military ally.
That said, while the arms trade between the two is excellent, Serbia nevertheless cooperates more closely with NATO than Russia ever since entering into the so-called “Partnership for Peace” framework in 2006. Furthermore, there are obvious limitations to what Russia could do to militarily support Serbia in practically any scenario, but the country’s patriotic masses are easily guided by ruling party-controlled media into exaggerating the importance of the Russian-Serbian Strategic Partnership and imagining that Moscow would directly intervene in the event of worsening clashes in Kosovo despite it remaining on the sidelines during the latest ones when even its own UN official there was attacked by the Albanians.
This brings to mind the soft power benefit that Russia derives from the “Slavic Brotherhood” drills, which is that they signal to the West that Moscow is a stakeholder in Serbia’s security even if it’s realistically incapable of ensuring as much in the manner that many Serbs might expect. Nevertheless, it symbolizes that the Balkans are still within Russia’s limited “sphere of influence” and that it’s unwilling to surrender it entirely to the West, ergo the celebration of “Slavic Brotherhood” in Serbia for nearly the next two weeks. All in all, Russia, Serbia, and Belarus each benefit in the soft power sense from the ongoing drills, even if they have their own motivations for participating in them at the present moment.

Serbia President Vucic’ Failed Efforts to “Recognize” Kosovo as an Independent Nation State



The Albanians Suspiciously Confirmed Vucic’s Lost Kosovo Claim Right After He Made It

Serbian President Vucic has had a lot of difficulty getting his people to support his efforts to “recognize” the breakaway NATO-occupied Province of Kosovo as “independent”, yet just a day after he told parliament that “we need to recognize that we have been defeated” and “we lost the territory”, the region’s special forces carried out a brazen provocation in the Serb-populated northern area and suspiciously proved his point.

War drums were beating once again in the Balkans on Tuesday (or so the Mainstream and Alternative Medias wanted people to think) after the Albanian self-professed “authorities” in the breakaway NATO-occupied Serbian Province of Kosovo carried out a brazen provocation in the Serb-populated northern frontier that Russian Foreign Ministry spokeswoman Zakharova described as an “effort to intimidate and force out the non-Albanian population and forcibly establish control over the area”.

Heavily armed special forces arrested over a dozen Serbs on the pretext that they were supposedly involved in “organized crime” and even briefly detained a Russian national working for the UN Mission in Kosovo before releasing him, with the entire event showing that the “authorities” there are capable of acting with impunity despite officially being barred from carrying out those types of raids in that part of the region. Belgrade naturally condemned the incident and even dramatically put its troops on combat alert, though few believed that this stunt was sincere and that a liberation campaign was imminent, especially after what President Vucic told parliament just the day before.
Did Vucic Blow A Dog Whistle?
The Serbian leader is known for his extreme Europhilia and willingness to do whatever is necessary in order for his country to join the EU, which requires “normalizing” ties with Kosovo on the de-facto level of state-to-state relations that his critics fear would then eventually become de-jure with time. He’s faced vehement resistance to his efforts to comply with Brussels’ demands, which is why he boldly told elected officials the following on Monday:
“We need to recognize that we have been defeated…We lost the territory. I did not opt to continue with lies and deceit. I have told everyone: There is no Serbian (visible) authority in Kosovo except in hospitals and schools…We have two options – to normalize relations by reaching an agreement or to maintain a frozen conflict…We will ask people to say what they think about a possible compromise solution in a referendum.”
Right on time as if to confirm his claim about how Kosovo is lost, the Albanians carried out their provocation less than 24 hours afterwards, which seems to have been preplanned given its scale and audacity but nevertheless might have been pushed forward after Vucic’s (deliberate or unintentional) dog whistle, thus raising suspicions about what’s really going on. It can’t be proven that he coordinated this with Pristina, but that still won’t stop some people in the opposition from speculating that he did.
The “New Balkans”
Regardless of whether it was just a coincidence that the Albanians ordered their raid when they did or if there might be something more to the story that initially meets the eye, the bigger picture is that the Balkans are on the brink of yet another “Balkanization” after former British diplomat Timothy Less’ plan to partition the region along ethno-religious lines is gaining traction among all Great Powers, Russia included. That’s not to say that Russia necessarily thinks that this is the best solution, but just that it’s pretty much powerless to alter the course of events and might therefore have resigned itself to “going with the flow” in the hopes of guiding this process in the direction of its interests as much as is realistically possible, as explained in the author’s earlier piece this year about how “Russia’s Recognition Of ‘North Macedonia’ Is Part Of The ‘New Balkans’ Plan“. The Albanians are obviously eager to accelerate this process, but acting as aggressively as they did on Tuesday might actually make it more domestically difficult for Vucic to go along with their plan.

NATO Member-states to be Sued for 1999 Attack on Serbia

A legal team is being put together in order to file lawsuits against NATO countries that took part in the 1999 bombing of Serbia. The team of experts is led by Mr Srdjan Aleksic, a well known Nis-based lawyer. The legal team will put together cases backed by firm material evidence, collected from medical documents that indicate a causal relationship between NATO’s use of (depleted) uranium ammunition, and the increased number of cancer cases in Serbia. Mr Aleksic is visiting Melbourne for few days and he has joind us to talk about his initiative in more details.
“Between 10 and 15 tons of uranium have been dropped on the territory of then Yugoslavia (Serbia and Montenegro). The number of those ill with cancer is alarming. 2.5 percent of Serbia’s population is diagnosed with malignant diseases each year, i.e., 33,000 people. One child is diagnosed every day. Since 1999, the number of cancer patients has grown five times. The population is falling ill on a mass scale, especially in southern Serbia and in Kosovo and Metohija,” Aleksic said.

He stressed that during the aggression, so-called hazard facilities – chemical and petrochemical industry sites – have also been targeted, although this is prohibited by international law of war.
“Our prominent scientists, doctors, oncologists – who have been researching this for years – will take part in preparing the lawsuits. The fact that a court in Italy found the state guilty for sending their Carabinieri to Kosovo and Metohija, to locations attacked with depleted uranium, speaks in favor of the veracity of our claim. 45 soldiers got cancer, and Italy has been paying big damages for this. Our claim is based precisely on this – that even the soldiers who took part in the aggression have gotten sick, and that their countries have been paying damages because of this,” says Aleksic.
According to Aleksic, “it is very important to study and prepare the lawsuits well” – because some others filed against NATO members have been thrown out in the meantime.
There is also a documentary filmed with the support of Serbian lawyer Srdjan Aleksic, whose native village in southern Serbia was bombed during the NATO bombing campaign. As a result, the region’s environment was contaminated with depleted uranium. Aleksic’s mother, just like dozens of his fellow villages, friends and relatives, died of cancer several years after the bombing, his father was also diagnosed with a malicious tumor.
“The “Uranium-238. My story” documentary tells about NATO bombings and the radioactive pollution of Serbia’s southern regions and the territory of Kosovo and Metohija which were considered environmentally pristine prior to the attack,” Aleksaic said.
